Double Clicking on Help buttons cause visual error

When you double click on the little ? when filling out a form you will see the shadow and then the text, but not the forground canvas that should show.

- State changed from “new” to “open”
Two choices here:
- Remove the tooltips (which really aren't that useful)
- Try and fix them (not fun as they're not our code)
I'm inclined towards option 1...

I recommend simply taking out the effect. But the information is important. You can even do that with hover and css with little effort. :D
