RFC: CSS Level 2.1 or CSS Level 3?

Should we be using CSS3?
CSS3 includes some nive new attributes and properties, such as min-width/max-width, overflow-x/overflow-y, and so forth.
Prior to what I thought before, CSS3 also includes the vendor specific extensions (-moz, -webkit, -khtml, etc): http://www.w3.org/TR/2003/WD-css3-syntax-20030813/#vendor-specific
