Custom order contacts

You should be able to change the order of the contacts in the contacts list in the administration.

What is the best way of implementing this?
I suppose we'll need some DB changes, perhaps even a contacts table of some sort?
For example: _____________________ | | | | userid | priority | |________|__________| | | | | 12 | 2 | |________|__________| | | | | 13 | 1 | |________|__________|
Thus the user with the user with id 13 would appear before user 12 in the contacts table... If the priorities are equal, the order for those users would be alphabetical.
