Non-websafe image formats can be used

The current upload forms for images allow users to upload images
that can't be shown on web pages and which can't be resized using
paperclip.
Examples include (but are not limited to):
- TIFF
- SVG
- EPS
We should limit the allowable image formats to JPEG, GIF, and PNG.
Is it possible to check that the image has been correctly resized after the upload?
