  How should this work for categories that have articles? Should administrators be able to delete any category and every one else can only delete categories with no articles associated to them?

  Let's do it like this:

  Admins can delete any category, but receive a notice warning them that the category has articles in it. Possibly they could see how many articles, and which articles are in that category.

  Everyone else can only delete categories which do not have any articles.
