Use FiveRuns TuneUp

We should use the FiveRuns TuneUp gem for analysis of the app's performance.
The performance info is only shown when in development mode.

This only requires you to add the gem to environment.rb, no other configuration is required.
Let me know if this is a good idea, and I can push the new environment.rb...
The gem also allows you to upload "runs" to the TuneUp service to share them with others for performance tips and help, but this is completely optional.
